In this exercise, students are expected to learn discovering the issues in a local area, explore ways to solve the issues, and learn the process of creating a Request for Proposals for inviting businesses. If we have enough time, students will experience to develop proposals to respond one of the RFPs developed by the students. Through these processes, students will learn about issues in PPPs, differences between public and private perspectives and motives, how to select operators, and discuss how to prevent "PPP failures". We will also provide research guidance tailored to the interests of each student and introduce the contents of a white paper on public-private partnerships to learn broad and various perspectives and practices of PPPs. |
