【Course Purpose and Description】

[Course Purpose]

To acquire the ability to understand the concept, significance, structure, and management of Public Private Partnerships (PPP) in a multifaceted manner, based on the ideas of economics.

[Course Description]

The course is roughly divided into the following four parts:

1. Basic ideas of economics

2. Definition of PPP from the perspective of economics

3. PPP as a mechanism

4. PPP organization, structure, and activities

【Learning Objectives】

To be able to “scientifically” think about concepts and ideas related to Public Private Partnerships (PPP), focusing on “people’s decision-making and interactions”

3. Reaffirmation of the basic concept of PPP

4. Mechanisms of the “public sector” (1): Purposes and functions of the private sector

5. Mechanisms of the “public sector” (2): Political process, administrative process, and government failures

7. Mechanisms of the “private sector” (2): Market, basics of market analysis, competitive markets, and market failure

【Instructional Methods】

This course focuses on lectures that use distributed materials and PowerPoint presentations.

There will be several assignments given.

Students should gradually understand an economics-style of thinking and improve such understanding by attending lectures and by participating in question and answer sessions and discussions appropriately.

Instructions on prior and post-learning will be given accordingly.

【Self-study before/after classes】

Post-learning is very important in this course. Students should review the contents of each lecture and ask questions and make comments in the lecture that follows. Also, discussions will be held on the ToyoNet-Ace bulletin board at all times.

【Methods of Evaluation and Grading Criteria】

In-class points (assignments and discussions): 50%

Term-end final assignment: 50%

Although a roll call will not be taken, it will be difficult for students to exceed the passing mark because they will not understand the lecture contents unless they attend at least 70% of all classes.
