Global Infrastructure PPP

【Course Purpose and Description】

The purpose of this course is to learn about global infrastructure PPP from theoretical and practical perspectives.
Specifically, students will learn, from the viewpoint of both public and private sectors, knowledge as well as actual project cases both necessary for PPP utilization in the infrastructure field, such as transportation, social infrastructure, utilities, public buildings, and communication networks.

This lecture will be provided with the full cooperation and support of Dr. Jin Sasaki, Managing Director, Infrastructure & Public Sector Advisory of Deloitte Tohmatsu Financial Advisory LLC. Dr. Sasaki is the supervisor of translation of the textbook for this lecture, "Public-Private Partnerships for Infrastructure" and has published some other books and translations on PPP.
In addition to Dr. Sasaki, the cooperation and support of other experts, lawyers, consultants and so on, as appropriate, who were involved in the translation.

This session will look into Japan's ODA. Japan, once a recipient country of development assistance, has unique perspectives on development assistance based on its “catch-up” experience. After taking a look at the historical trend and current status of Japan’s ODA, the class will pick up a topic of "quality infrastructure development" strategy that Japan is currently working on.

【Instructional Methods】

Lecture and discussion.
However, depending on the number of students registered for the course, we may consider adopting a circle reading method.

【Self-study before/after classes】

Around 30 to 60 minutes is assumed to be spent for each of the self-study. It is recommended students work on the self-study in your actual works or activities.
・Before classes: To find your questions or issues related to your works or activities about a theme of the next class for your further participation to the class.
・After classes: To think of how what you learnt through the class would affect, or be utilized in, your works or activities.

【Methods of Evaluation and Grading Criteria】

Participation and contribution (60%); final report or presentation (40%).
