Theory of PPP Planning <Effectively utilizing public-private partnership methods such as PFI> |
【Course Purpose and Description】 |
In order to develop and fix effective systems of public-private partnerships in our country’s economy and society, it is extremely important to structure appropriate methods of practice. Based on these circumstances, students will consider planning PPP businesses and the nature of appropriate practices from various perspectives and aim for new discoveries relating to issues and strategies in practice regarding (1) the basic manner of thinking about public-private partnerships that are learned in PPP Theory, and “supplemental theory to gain a deeper understanding” and (2) “specific theories to put this into practice.” Specifically, upon reconfirming that the concepts and characteristics of public-private partnership methods such as PFI as well as the current situation of introducing such methods to our country, students will study the points and the appropriate manners to advance “public-private discussions” and “risk allocation” regarding PPP/PFI practice through case studies including trouble cases. In addition, by setting regional development model businesses from PPPs and having students experience in a seminar format a “mock investigation of the possibility of introducing PFI” that will include designing the model and calculating VFM; this course will plan to have students obtain the main points and procedures of business planning that will become the key points in tackling introductory PPP practices. As described above, this course will aim to nurture “people who intend to structure public private partnerships and PPP business.” |

【Schedule】 |
The basic development will be as follows but details will be set based on the desires of the students as well.
1. <Presenting the problem> Today, what is occurring in locations of regional development? (Introduction and orientation) 2. Concepts and the situation of introducing methods of public-private partnership (PFI, specified managers, marketing tests, privatization) 3. Development of PPP/PFI in our country (first half) <evaluating ten years after introduction> 4. Same as above (second half) <new developments in the next ten years> 5. The practical process of introducing PPP/PFI 6. Points regarding new PPP/PFI (concessions and policies for private sector proposal system) 7. Practical cases of introducing PPP/PFI <guest lecturers planned> 8. Analyzing trouble cases of introducing PPP/PFI 9. Practical issues and reactions <risk management and communication of public opinion> 10. Seminar regarding investigation of whether PFI can be introduced (presenting the problem, designing the model) 11. Seminar regarding investigation of whether PFI can be introduced (calculating VFM) 12. Seminar regarding investigation of whether PFI can be introduced (wrap-up) 13. PPP/PFI: Reviving infrastructure and business 14. Topics (management reform of airports and PPP, the trends of regional PPP platforms, Park-PFI) 15. Summary (the characteristics and issues of PPP practices in our country and developments going forward) |
【Instructional Methods】 |
Classes and discussion will be the focus. Seminars are planned for one part. During this course, the faculty member may be involved with public-private partnerships on a daily basis and will have an approach that sufficiently takes in (1) the feel of practice in the field, (2) analysis of actual cases, and (3) the latest trends and information. |
【Self-study before/after classes】 |
Preparation for class: Search for questions and issues that will be useful to each of your businesses and activities for the next class. Post-class study: Consider the influences and effects of the results gained from each of the business practices and activities of the lecture. Each of these should take around 30~60 minutes in total. It is recommended that graduate students in regular employment use and examine actual activities and business practices done in working hours. The lecture materials will be posted on the bulletin board of ToyoNet-ACE in advance so each student can independently review before or after class. |
【Methods of Evaluation and Grading Criteria】 |
While grading will be centered around the final paper, discussions during class, seminars and attendance will also be partially considered and evaluated. (Attendance record as well as points for class participation for the status of participating in discussions during class will be 40 points, the final paper will be 60 points; a total of 60 points or above is needed to pass) Report issue (tentative) “Argue within one page of A4 paper or a matter that is considered an important issue for planning public-private partnership businesses such as PFI for our country and strategies responding to such issue” (it is planned that the deadline for submitting reports will be a few days before the last class) |
