Theory of regional management and regional leadership

【Course Purpose and Description】

Amidst a declining and aging population, Japanese regional management is facing a difficult situation. In addition, regional revitalization has moved from the step of forming a comprehensive strategy to actual implementation and, as the top leaders of the main countries of the world are facing a time of change, the roles of leaders at each of the national, regional and citizen levels are continuing to increase.
 This course clarifies what leadership is for government, local governments and NPOs, how they have changed along with the environment of the current era and what kind of leadership is necessary for the rapidly changing modern society as well as new environments for organizations. Based on this, students will learn what is being required of leadership personnel as well as methods of developing and obtaining leadership through actual case studies and interactions with regional leaders.  
What roles do leaders play in the process of building and implementing strategies focused on unique regional management, urban development and industrial promotion? In addition to the local head and the administration, students will verify the images of leaders of managers, women and artists.

1. Learn the role of leaders in the political, administrative, civic and corporate layers in promoting regional management going forward.
2. Acquire the qualities of becoming a leader through leadership theory.
3. Acquire the skills to clearly communicate your own thoughts and opinions to others through discussion and presentations.

【Instructional Methods】

The format of the lecture will be emphasized, however, the time allotted to question and answer sessions and the exchange of opinions in regards to student presentations may be increased to encourage students to participate actively in the class.

【Self-study before/after classes】

・As the distributed outlines and materials will be explained in the class, it is recommended that students use them to carry out post-class study.
・As the guest lecturers invited to the class will be announced in advance, students must understand the contents and evaluations of HP, etc, and anticipate potential issues. It is also recommended that students explore and experience the topics after the lecture.

【Methods of Evaluation and Grading Criteria】

The content of reports and class participation will be graded as 50 points each. 80 points or more will be an A, 70-79 points will be a B and 60-69 points will be a C. Students with 59 points or less will fail. A superior student within those who received As will be given a S grade.

【Pre-requisites】

A requirement to participate is for students to have an interest in regional leadership.
