Global Project Finance

【Course Purpose and Description】

The large infrastructure gap exists in developing Asia along side substantial private savings that could be mobilised if risks associated with infrastructure investment are properly addressed and mitigated. The ability to mobilize financing from private sources for public infrastructure is considered the most attractive benefit of PPP. This course focuses on the financial side of the PPP modalities. Basic project finance theory and practice will be discussed throughout the course.

【Learning Objectives】

The course will focus on financial modalities for PPP projects. By participating in the course, the students will be able to acquire basic knowledge on PPP finance.

Lecture 1:Introduction
Lecture 2:Utilizing public-private partnership to Asia's infrastructure challenge
Lecture 3:Financing public-private partnerships
Lecture 4:Project finance and optimal risk sharing
Lecture 5:Various risks around project finance and importance of due deligence
Lecture 6:Source of project finance (i):equity and debt finance
Lecture 7:Source of project finance (ii);bond and drawbacks in Asian capital markets
Lecture 8:Source of project finance (iii): measures for credit enhancements
Lecture 9:Source of project finance (iv): multilateral and bilateral financial institutions
Lecture 10:[JICA-DSP]This session will look into Japan's ODA. Japan, once a recipient country of development assistance, has unique perspectives on development assistance based on its "catch-up" experience. After taking a look at the historical trend and current status of Japan's ODA, the session will pick up a topic of "quality infrastructure development" strategy that Japan is currently working on.

【Instructional Methods】

An appointed student will make a presentation on the assigned topics in the textbook in class and the class will discuss the topics based on the presentation. In addition to reading the textbook, relevant reading articles are provided by the lecturer to promote the students' understanding on the updated issues related to PPP finance in Asia.

【Self-study before/after classes】

An appointed student is expected to deliver a presentation on the assigned topic in class in power point presentation.

【Methods of Evaluation and Grading Criteria】

Grades will be evaluated based on (i) attendance and quality of outputs of assignments/presentations during the course (65%) and (ii) the final report(35%).

【Pre-requisites】

As this is an introductory course, there are no requirements for entry to the course.

No specific textbooks will be used.

【Reference Materials】

Public-Private Partnerships for Infrastructure: Principles of Policy and Finance (second edition)
Other relevant papers and articles will be introduced by the lecturer.
