【Sub-title】

Rethinking the nature of local communities from the perspective of comprehensive "digitization" of public services

【Course Purpose and Description】

The concept of "open government," which aims to expand and deepen civic collaboration and public-private partnerships through the active use of digital technology, has been deployed and practiced by national and local governments around the world over the past decade, following the establishment of the Open Government Partnership (OGP) in 2011.
In order to build "inclusive and diverse collaborative relationships", which is the goal of "open government", a more inclusive approach (digital transformation) is needed that includes the transformation of social systems and organizational culture, rather than the conventional approach of using digital technology for "partial optimization" within the government.
In this lecture, we will clarify the issues and challenges necessary for inclusive solutions to the problems faced by local communities through "digital transformation," especially at the local government level. In the 12th and 13th lectures, we will try a workshop using the "speculative design" method to comprehensively unravel the considerations necessary for the social implementation of specific new technologies, with the aim of helping students to collaborate in their local communities.
